Biocontrol Coalition’s Contribution to the EU Bioeconomy Strategy Consultation

June 2025

The Biocontrol Coalition contributed to the European Commission’s public consultation on the EU Bioeconomy Strategy it is preparing for the end of 2025. The strategy aims to foster a circular, regenerative, and competitive bioeconomy that respects planetary boundaries and supports the EU’s climate and biodiversity goals.

Our submission highlights the potential of biocontrol to contribute to a sustainable and competitive European bioeconomy. We point out that biocontrol products are often biobased themselves and contribute to the sustainable production of biomass. These innovations align with core bioeconomy objectives such as increasing circularity and reducing dependence on fossil-based inputs.

We call for regulatory and policy reforms that reflect the distinct characteristics of biocontrol solutions. The current regulatory system was designed for conventional chemical inputs and does not accommodate the diversity and unique nature of bio-based innovations. The creation of a dedicated regulatory framework is essential to unlock the sector’s full potential.

Awareness-raising, education, and the promotion of ecosystem services are also critical to boost adoption and market acceptance of bio-based products.

Finally, we stress the need for harmonised policies, better coordination between EU and national strategies, and support for SMEs and farmers as central actors in the bioeconomy. With the right conditions, biocontrol can play a significant role in delivering on the EU’s ambitions for agricultural sustainability.
